Zur Frage wg. des Timings bei Condemnation: Mute und Banishment habe ich nichts gefunden; ich habe daher in den internationalen Foren nachgefragt:

Es gibt dort mittlerweile die offizielle Antwort:
Das Banishment löst zuerst aus. Weil dann die Condemnation: Mute auf dem Vampir schon out of play ist, wird ihr Effekt nicht mehr angewendet.

Die Frage wg. des Timings bei Condemnation: Mute auf DAI und Delaying Tactics traue ich mich nun ohne weitere Recherche zu beantworten:
Delaying Tactics wird gespielt "during the polling step of a political action", und cancelled dann das Referendum.
Es kommt daher gar nicht dazu, dass Condemnation: Mute ausgelöst wird.
