Ah right.... I noticed that when I was building my own version, but forgot it again right away apparently.
If you relax all restrictions, would 37 still be the highest number, I wonder? I guess you could replace the art with another conditioning, and replace henry with an inner circle member to go up 1 more in my version. And you might get up to tricks with freak drives, conditioning and command the beast.
Soooo many heavy vampires, and they can only bleed for around 40 with 7 cards.... wimps.

Actually you can do 37 even with the restrictions. It's rather simple:
Crypt:
Arika, Stanislava, Queen Anne, Democritus, Gustav Mallenhous and Spiridonas
Library:
Conditioning, Freak Drive, 5x Reinforcements
Each of the first five vampire bleeds with Conditioning, Freak Drives and Plays Reinforcements to take Conditioning and Freak Drive back into your hand (via library). Spiridonas simply bleeds with Conditioning and burns his blood.
Thats 6 + 6 + 5 + 5 + 5 + 10 = 37

Of course you could argue that even with the restrictions you can get to a bleed of 43 if you think that you have at least one Govern in your Ash Heap..
The first bleed would be without Govern, but you could return one from your Ash Heap to your hand.. from there on, use the scheme you described.. ét voilá
EDIT: Even better than that because now you have a free slot in your hand and can pack another reinforcements there so that Spiridonas can use Govern and Conditioning as well, so the bleed would be for 46
