I haven't been able to upload the new tournament rules, but nothing major has changed.
Here's the list of changes for 2006:
1.4 Notes are allowed in general (so long as game play is not affected or
slowed).
3.1.1 Removed the mandatory 5-minute warning.
9.8 Adjusted contact information (Oscar Garza is the organized play
coordinator).
